Pierre Padilla is a Consultant-Researcher in Innovation and Competitiveness. He is also a PhD candidate in Governance of Knowledge and Innovation at the University of Twente (NL), promoted by Stefan Kuhlmann and Erik Arnold, and supervised by Gonzalo Ordóñez-Matamoros.
Before achieving a Master 2 in Evaluation and monitoring of public policies (Institute of Political Studies, Lyon-France), Pierre obtained a M1 degree in the frame of a bilateral cooperation between the Lyon 2 University and the University of Montreal (Montreal-Canada) where he specialized in governance and public action, but also in policy analysis and comparison techniques. He completed internships related to European programmes and policy analysis, both in the public and private sectors. His PhD research deals with the role of intelligence instruments (such as evaluation, impact assessment, foresight studies, benchmarking, etc.) in transnational policy learning. His policy case is the Small Business Innovation Research Program and its transfer from US to Europe (Member States/Commission). For four months, Pierre had the occasion to be a Visiting Scholar at the Center for International Science and Technology Policy – The George Washington University’s Elliott School of International Affairs.
Pierre has experience in evaluation training (intro, TBE, CA...) and is also a lecturer on innovation policy evaluation (Institute of Political Studies, Lyon-France).
Pierre specializes in M&E, strategy design, benchmarking, IA, governance and analysis of Research, Technology Development and Innovation policies and programmes. He has been involved in projects at the local, national, European and international levels. Pierre currently contributes to different projects and trainings related to R&D support analysis, from strategy development to evaluation, for the European Commission (DG ENTR, DG RTD, DG REGIO), Regions and National governments (BE, FR, NL...), as well as other clients (Clusters, companies...).
