2008 - 2011Starting from scratch, Dominique was in charge of setting-up and developing business with the European Institutions including Commission, Council and Parliament as well as several other European bodies. Amongst others, this includes:
- Definition account strategy and business plan
- Establishment of required structure
- Development partnership
- Ensure customer relationship and satisfaction
Main achievements have been wining in Consortium large framework contracts such as ITSS II - LOT 1 & 2 for which CTG is in cascade (3rd & 2nd - Total contract 300 people), OASIS at the European Commission-DIGIT (72 MEUR), ITS08 Lot 3 at the European Parliament (30 MEUR), framework contracts at the Council for the provision of services in development & Infrastructure, and framework contracts at the EASA in Koln for the provision of IT services.
In 2010, this results in an EBIT of 11,9% on cumulative operations in Luxembourg, Belgium and Germany.
2006 - 2008In this role, Dominique was responsible for selling complex solutions towards several European Institutions across Europe. Additionally, as per his consulting background and knowledge of the European Institutions, he was playing a role of advisor regarding potential approach or partnership strategy.
His main achievement has been to win the sTESTA framework contract - European Commission - DG Enterprise (moving to the DIGIT as from January 2007) amounting to a value of 210 Millions Euro.
2005 - 2006Dominique as Solution Principal at HP was responsible for developing several consulting solutions respectively:
- IT Optimisation, Transformation and Consolidation;
- IT Service Management;
- Telco Vertical Solutions.
His responsibility included business development activities as well as making solutions evolving in order to meet Belux market concerns and, this on a cross-industries basis.
2000 - 2005Dominique was Senior Project & Program Manager at Unisys Belgium, in charge of several projects related to network and security infrastructures. He was delivering several types of services going from business consultancy up to infrastructure deployment, both at international level. He had the habit to work in sensitive environments requiring in-depth diplomatic and negotiation skills.
He ensured this role for the European Institutions - several DGs (ENTR, TREN, ENV, JLS, SANCO,...) at the Commission, the Council and other Agencies (ECA, OLAF, EFSA, Eurojust...)- for the banking sector as well as for other international projects.
Beside the activity directly related to project and program management, his responsibility included the provision of professional consultancy services, business and technical, as well as business development and bid management for multinational projects. Since 2003, he also ensured the role of instructor and he was delivering project management courses.
1997 - 2000- Develop, design and implement generic as well as countries specific analyses to take strategic decisions.
- Lead carriers (Equant, Global One, BT, Cable & Wireless, France Telecom…) benchmarking studies to control market pricing/service level evolutions.
- End-to-end management of projects on international level including contracts negotiations, in-countries presentations and co-ordination (Bulgaria, Cyprus, France, Poland, Morocco, UK…).
- Prepare, optimise and defend budget.
- Advice, recommend and support the finance department for all network-related matters.
- Provide training and share knowledge/information proactively about projects and ongoing responsibilities.
- Identify and lead in-depth analyses for ISO 9000 process development.
